Concerning the status of the capital city of the Republic of Kazakhstan
 

This law shall define the legal status, organisational-political and economic fundamentals for the functioning the capital city of the Republic of Kazakhstan.

Article 1. The Capital City of the Republic of Kazakhstan

1. Astana city shall be the Capital City of the Republic of Kazakhstan.

2. The Capital City of the Republic of Kazakhstan shall be an administrative and political centre of the state, location of the President, the Parliament, the Government, the Constitutional Council, the Supreme Court, the General Office of Public Prosecutor and the central executive bodies of the Republic of Kazakhstan.

3. Separate central executive bodies in accordance with legislation of the Republic of Kazakhstan may be located outside the Capital City of the Republic of Kazakhstan.

4. Standards of the State Flag and the State Emblem of the Republic of Kazakhstan and the original of the text of the Constitution of the Republic shall be kept in the residence of the President of the Republic of Kazakhstan that is in the Capital City of the state.

Article 2. Legal Regulation of the Status of the Capital City of the Republic of Kazakhstan

Legal regulation of the status of the Capital City of the Republic of Kazakhstan and its functioning shall be carried out on the basis of the Constitution, this law and other normative and legal acts of the Republic of Kazakhstan.

Article 3. Authorities of Local Executive Bodies of the Capital City of the Republic of Kazakhstan

1. The local state governing in the Capital City shall be carried out by the local representative and executive bodies of the Capital City of the Republic of Kazakhstan within the procedure specified by legislation of the Republic of Kazakhstan.

2. Akim of the Capital City of the Republic of Kazakhstan shall be appointed for the position by the President of the Republic of Kazakhstan upon submission of the Prime-Minister.

3. Along with authorities specified by legislation of the Republic of Kazakhstan the representative body of the Capital City of the Republic of Kazakhstan within its competency shall:

1) approve the budget of the Capital City, reports on its execution, plans, economic and social programmes of development of the territory subject to carrying out by the city the functions of the Capital City of the Republic of Kazakhstan.

2) approve the chart of management of the Capital City of the Republic of Kazakhstan.

4. Along with authorities specified by legislation of the Republic of Kazakhstan executive bodies of the Capital City of the Republic of Kazakhstan within its competency shall:
