Your Excellency,

I have the honor to refer to discussions which have taken place between representatives of the Republic of Kazakhstan and the State of Kuwait regarding the presence of the engineer - sapper detachment of the Armed Forces in the State of Kuwait as a result of their deployment by the Government of the Republic of Kazakhstan in the State of Kuwait.

Having regard to the close and longstanding ties between our two states and interest of the State of Kuwait in granting assistance by the Republic to the Kazakhstan on destruction of unexploded ammunition and installation of water supply and water purification points on the territory of the State of Kuwait, I have the honor to propose that an Agreement between the Republic of Kazakhstan and the State of Kuwait (hereinafter - the Parties) on granting assistance by the engineer sapper detachment of the Armed Forces of the Republic of Kazakhstan to the State of Kuwait on destruction of unexploded ammunition and installation of water supply and water purification points on the territory of the State of Kuwait be concluded containing the following:

1. Definition

The terms used in this Agreement:

a. detachment - engineer-sapper detachment of the Armed Forces of the Republic of Kazakhstan under command of the Committee of Chiefs of Staffs of the Armed Forces of Republic of Kazakhstan;

b) personnel of the Kazakhstan's Party - servicemen of the Armed Forces of the Republic of Kazakhstan, who with the consent of the Kuwait's Party are lawfully present in Kuwait as well as any civilian employee of the Republic of Kazakhstan sent to Kuwait in connection with this Agreement.

c) classified information - information of operational, commercial or scientific and technical nature which relates to the subject of this Agreement and has a classified seal in accordance with laws of the States of the Parties.

2. Purpose

The detachment shall be sent to the State of Kuwait with the purpose of:

a) search, detection, marking on ground of unexploded ammunition;

b) destruction of unexploded ammunition;

c) installation of water supply and water purification points.

3. Location and procedure of deployment

1. The detachment is deployed on the territory of the State of Kuwait.

2. The detachment carries out its functions on locations and in areas of fulfilling tasks agreed with the Kuwait's Party.
