The framework

The Government of the Republic of Kazakhstan, hereinafter referred to as «the Government», and the United Nations Population Fund, hereinafter referred to as «UNFPA», being in mutual agreement to the content of this Country Programme Action Plan (hereinafter referred - CPAP) and their responsibilities in the implementation of the Country Programme (hereinafter referred - CP);

furthering their mutual agreement and cooperation for the realization of the Plan of Action of International Conference on Population and Development (hereinafter referred ICPD), Millennium Development Goals (hereinafter referred MDG), 1966 International Pact about Economic, Social and Cultural Rights, 1979 Convention on Eradiation of All Forms of Discrimination against Women, 1989 Convention on the Rights of the Child, 2006 Convention on the Rights of Disabled Persons and other international commitments;

building upon the experience gained and progress made during the implementation of the previous country Programme as described in the Country Programme Document for Kazakhstan for 2010 - 2015 DP/FPA/CPD/Kaz/3;

entering into a new period of cooperation;

declaring that these responsibilities shall be fulfilled in a spirit of friendly cooperation.

Have agreed on the following:

1. Basis of relationships

This Country Programme Action Plan (hereinafter referred - CPAP) is governed by the immunities and privileges laid out in the Standard Basic Assistance Agreement (hereinafter referred - SBAA) signed by the Government and the United Nations Development Programme (hereinafter referred - UNDP) on 4 October 1994.

For the purposes of furthering its mission and carrying out the work of UNFPA in Kazakhstan, the CPAP shall be the instrument described in the SBAA as the «Project Document», with all the rights, duties, responsibilities and privileges incumbent upon the respective parties with regard to this instrument.

The CPAP is based upon the UNFPA Country Programme for Kazakhstan: 2010 - 2015 DP/FPA/CPD/Kaz/3, which was endorsed by the Government of the Republic of Kazakhstan and approved by the Executive Board of the United Nations Development Programme and UNFPA on 9 July 2009. The Country Programme Document in turn was based on the programme areas outlined in the United Nations Development Assistance Framework (hereinafter referred - UNDAF) for the Republic of Kazakhstan for 2010 - 2015.
