The Government of the Kyrgyz Republic (hereafter, «the KR Government») and the Government of the United States of America (hereafter, «the U.S. Government») (hereafter, collectively the «Parties» and singularly «Party»);

Recognizing the «Agreement for Cooperation Between the Government of the Kyrgyz Republic and the Government of the United States of America», which entered into force on July 11, 2009, and the «Agreement Between the Government of the Kyrgyz Republic and the Government of the United States of America Regarding the Transit Center at Manas International Airport and Any Related Facilities/Real Estate» («Transit Center Agreement»), which entered into force on July 14, 2009; and
