THE KYRGYZ REPUBLIC LAW ON GUARANTEES AND FREE ACCESS TO INFORMATION (As amended by the Law of the KR dated October 18, 2002 N147) Article 1. Purposes Of The Law This law shall regulate relations, arising from exercising of the realization of the right by anyone to freely search, receive, investigate, produce, convey and disseminate information. Article 2. Legislation on Guarantees And Free Access To Information Legislation on guarantees and free access to information shall include the Constitution of the Kyrgyz Republic, this Law and other laws. Article 3. Guarantees of Access To Information Each citizen is guaranteed access to information. The state guarantees the right of everyone to search, receive, investigate, produce, convey and disseminate information. Limitations on information access and dissemination shall be set forth only by law. Article 4. Fundamental Principles Of Free Access To Information The fundamental principles of free access to information are public accessibility, objectivity, timeliness, openness, and authenticity of the information. Article 5. Information Inquiry Everyone shall have the right to inquire information by himself or through his legal representatives. An inquiry may be in writing form. The written inquiry shall contain a full name and address of the inquirer, nature of the inquired information. Written inquiries shall be registered. Article 6. Provision Of Access To Information State departments, self-government bodies, public societies, enterprises, institutions, organizations and officials shall provide anyone with a possibility to study documents and other materials, relating to his rights and legal interests. Access to such information is provided by publication and distribution of appropriate materials. Article 7. Provision With The Information And Payment For It An inquired information in connection with the rights and legal interests of the inquirer is provided free of charge. Fees may be taken on agreement of parties for granting information of other nature. Article 8. Openness Of Information State, public and private mass media shall provide its full openness for all citizens and organizations, without distinguishing any special categories of information users.
